The newly elected government of Ukraine under President Volodymyr Zelensky had promised to put forward a new gambling law by the end of 2019. The new President has been nicknamed as the “Entertainer” and has already justified the reasons for this choice. The Ukrainian government is going to submit legislation to Parliament within October.
The plan for the government includes that the new bill will be adopted before the end of the year, specifically by December 1, 2019. In the presentation of the state’s budget for 2020 by Minister of FinanceDecember of Ukraine, Oksana Markarova, it was made clear that the government gives priority to the legalized gambling.
Vladimir Groysman, secretary of the National Security and Defense Council, commented that it was about time the gambling industry in the country to be regulated. He explained that so far the gambling business is operating without any sort of control or licensing.
On his behalf, Prime Minister, Alexei Goncharuk clarified that the land-based gambling will be limited only to hotels, as the new government aims to take it out of the streets. The Prime Minister stressed also the fact of the great financial gain that the new gambling law will bring as it is estimated that the state will earn more than 2 billion UAH by the legalization of gambling.
Ukrainian government found themselves an ally in the casino operator Parimatch, that is looking forward to invest in the Ukrainian market. Parimatch CEO, Sergey Portnov expressed its full support for the lift of the ban that will create fair and equal opportunities for market investors. He also added that his company is at the Ukrainian government’s disposal for any kind of consultation to this public dialogue.
